€ŒDomestic sales of scooters have surged as budget- and environment-minded consumers look for relief from high pump prices and as more-appealing models come on the market€. They report that €Œscooters with engine sizes of 150ccs or less€¦jumped some 200% to 48,000 by 2004 from about 16,000 in 1999, and they continue to rise, According to the New York Times - MIC (Motorcycle Industry Council) analysts say U.S. scooter sales rose to 84,000 last year, up from 12,000 in 1997. They are projecting a 20 percent increase in scooter sales for 2004, up to 100,800. Even though these vehicles are 50 cc or less, they still fall under the driver license law definition of Motor Vehicle and a driver license is required to operate a motor vehicle. FSS 322.03(1), FSS 322.01(26) and FSS 322.05(1), The scooter must be street legal, (proper operating equipment- brake lights, headlight, mirror, etc.) - per Florida State Statues Definition of motorcycle - FSS 322.(26) "Motorcycle" means a motor vehicle powered by a motor with a displacement of more than 50 cubic centimeters, having a seat or saddle for the use of the rider, and designed to travel on not more than three wheels in contact with the ground, but excluding a tractor or moped.
